Enforcement comes from the License Manager in Windows NT. The connection was denied because the user account is not authorised for remote login. Terminal Server License Manager reports but does not enforce licensing. I had a situation where everyone worked apart from one user, who got this error If you log onto the RDS server itself > Windows Key+R > systm.cpl > Remote > Remote Desktop > Select Users > Add as appropriate.
